PHILADELPHIA – Philadelphia is finalizing its mandate for indoor masks, city health authorities said Thursday night, changing course dramatically a few days after city residents had to start wearing masks again amid a sharp rise in infections.

The Health Council voted Thursday to repeal the mandate, according to the Philadelphia Department of Health, which issued a statement citing “reducing hospitalizations and leveling the playing field.”

The mandate went into effect on Monday.
